New Rules for Local Accommodation in Portugal - What Will Change!

Local Accommodation (AL) in Portugal is a lodging system where owners offer properties, such as apartments, houses, or rooms, for short stays, primarily aimed at tourists.


The goal is to provide a flexible alternative to traditional hotels, expanding accommodation options. AL requires registration with the authorities and must comply with safety and comfort regulations.


With the new legislation (Decree-Law No. 76/2024), effective from November 1, 2024, several changes have been introduced:

  1. Municipal Autonomy: Municipalities gain more freedom to regulate AL in their regions, allowing each locality to adjust the rules according to their specific needs and characteristics.

  2. Condominium Approval: The requirement for prior approval from condominiums has been eliminated, making it easier to register AL and reducing bureaucracy for owners wishing to offer their properties as AL. This requirement remains only for hostels in residential units.

  3. AL Ombudsman: A new position, the Local Accommodation Ombudsman, has been created to help mediate conflicts between owners, tenants, and neighbors, providing a channel to resolve issues quickly and effectively.

  4. Simplification of Registration Cancellations: The process for canceling an AL registration will be simplified and applied in cases of deviation from the intended use, especially if the property negatively impacts the neighborhood or the environment.
